Landholder Rule Package
The Landholder Rule in Australia allows drone pilots to operate drones over their own property for purposes such as mustering and other agricultural uses, without needing a Remote Pilot Licence (RePL) or a Remotely Piloted Aircraft Operator's Certificate (ReOC), provided they meet certain conditions.
Remote Pilot Licence (RePL)
A Remote Pilot Licence (RePL) in Australia allows drone pilots to operate larger and more advanced drones than those covered under standard recreational rules. It permits pilots to fly for commercial purposes, in controlled airspace, closer to people than normally allowed, and in some cases, beyond visual line of sight.
Remote Operators Certificate (ReOC)
A Remote Operator Certificate (ReOC) allows a company to operate commercial drones anywhere in Australia with the individual holding a Remote Pilot Licence (RePL). This is the industry operating standard within Australia and allows organisations to expand their operations through doing things such as flying at night, applying to operate in controlled airspace and submitting additional approval requests.

Practical flight assessment
Price: $600
SkyKelpie has developed a comprehensive package of template documents designed to streamline the setup and management of drone mustering operations under the Landholder Rule.
This package includes a "Landholder Rule Policy and Procedures" document, which provides a framework for understanding and adhering to local regulations and landholder agreements, ensuring operations are conducted responsibly and legally.
Additionally, the package contains a "Logbook Template" that simplifies record-keeping, allowing operators to efficiently track flight hours, maintenance records, and operational details. It also includes an ‘Induction Script’ and ‘Practical Flight Assessment’ to ensure all employees are adequately trained.
Remote Pilot Licence (RePL) Multi-rotor 25kg
A Remote Pilot Licence (RePL) in Australia allows drone pilots to operate larger and more advanced drones than those covered under standard recreational rules. It permits pilots to fly for commercial purposes, in controlled airspace, closer to people than normally allowed, and in some cases, beyond visual line of sight. Pilots must undergo training and assessment to obtain a RePL, ensuring they understand aviation safety regulations, can operate drones responsibly, and are aware of the legal obligations when piloting drones.
The Remote Pilot Licence is scheduled over 5 days. The course structure includes 3 days theory and 2 days practical training, with all equipment including iPads and aircraft provided for the duration of the course. The package includes an Aeronautical Radio Operators Certificate (AROC) and all CASA fees.
Custom training at your venue is available anywhere in Australia for three or more students.
The initial remote pilot licence course covers the following instructor-led subjects:
Flight Rules and Air Law
Design and components of unmanned aircraft
Use of aircraft radio
Aerodynamics
Automation and flight mode use and awareness
Meteorology processes and aviation forecasts
Ground control station operation
Electric motor systems and battery management
Factors affecting aircraft performance
Navigation charts, methods and systems
Safety and risk mitigation in the aviation environment
Once you have completed the initial remote pilot licence training your licence will allow you to conduct drone operations in a commercial capacity by flying under a Remote Operator Certificate.

Remote Operators Certificate (ReOC)
As an organisation wanting to operate drones commercially, you will require a Remote Operator Certificate (ReOC). This requirement can be likened to an airline such as QANTAS. QANTAS as a company has an Air Operator’s Certificate and each pilot has their own pilot’s licence relevant to the aircraft operated. Having a Remote Operator Certificate (ReOC) allows the company to operate commercial drones anywhere in Australia with the individual holding a Remote Pilot Licence (RePL). This is the industry operating standard within Australia and allows organisations to expand their operations through doing things such as flying at night, applying to operate in controlled airspace and submit additional approval requests such as EVLOS, BVLOS and >400ft approvals.
The process of obtaining a ReOC includes:
Develop Operations Manual and Operational Library
Chief Pilot training (1 day via "Online Live" virtual classroom)
CASA application fee
Chief Remote Pilot
The Chief Remote Pilot (CRP) under a company's ReOC is responsible for ensuring that all drone operations comply with the Civil Aviation Safety Authority (CASA) regulations and the company's own operating procedures. They oversee the safety and compliance of all drone flights, manage remote pilots and drones, and ensure all operations adhere to legal and safety standards. They play a critical role in maintaining operational integrity and safety in commercial drone activities. CRP training is included in the ReOC training, but it’s important to think about identifying someone in your organisation who will be suitable for this role.
